(MCA-NEPAL)- VACANCY ANNOUNCEMENT. The Millennium Challenge Account Nepal Development Board (MCA-Nepal) is a Government of Nepal (GON) agency, formed under the Development Board Act 2013 BS (1956 AD) in order to manage a USD 630 million infrastructure program. The program is co-funded by the US Government’s Millennium Challenge Corporation (MCC) Compact grant of USD 500 million and the GON’s contribution of USD 130 million.

MILLENNIUM CHALLENGE ACCOUNT NEPAL DEVELOPMENT BOARD (MCA-NEPAL) VACANCY ANNOUNCEMENT

The program aims to increase the availability and reliability of electricity maintain road quality and facilitate power trade between Nepal and the region to help spur investments and accelerate economic growth. The Electricity Transmission Project, a national pride project, and the Road Maintenance Project are two projects under the program. MCA-Nepal is currently in preparatory phase of the program before start of implementation of projects. In this context, MCA-Nepal invites application for the following position:

Job Vacancy Post: ESP Specialist-Land Acquisition and Resettlement (Based in Kathmandu with frequent field visits)
Job Summary:
The ESP Specialist (Land Acquisition and Resettlement), under the supervision of the Project Manager – Transmission Lines (or the Environmental Coordinator, as designated), is responsible for assisting in providing technical input to ensure the environmental and social performance of all Compact funded activities. This involves assisting the Project Manager in ensuring compliance of the Program activities with relevant national environmental and social laws and regulations, MCC Environmental Guidelines, and the International Finance Corporation (IFC) Performance Standards on Environment and Social Sustainability.

Position Requirements:
– Bachelors’ Degree (required) and Advanced Master’s Degree or higher (preferred) from a recognized institution in following or equivalent fields: Natural or Social Science, Sociology, Social Work, Community Development, Development Economics, political Science, Environmental Science, Environmental Studies, Environmental Engineering, Environmental Planning, Environmental Management;
– At least 5 years’ experience managing RAP programs and participating in land acquisition, compensation distribution, rehabilitation, and resettlement planning and implementation associated with major construction projects of a similar nature (linear projects).

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The Compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India—helping to spur investments, and accelerate economic growth. The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins.
