NOC is a No Objection Certificate granted by Government of Nepal for the Nepalese student to study aboard. NOC will be available online from now. NOC Online Application Registration Preparations have been started to provide mandatory No Objection Letter (NOC) online to students who want to study abroad.

There is a lot of hassle when distributing NOCs by making the students physically present, if they come from a distance, unnecessary expenses are incurred and there is also a crowd in the concerned office. Currently, students can apply online for NOC, but to get the letter, they have to attend the foreign study permit branch in Bhaktapur.

The Ministry of Education, Science and Technology created ‘Semi Online’ to reduce the queues for taking NOCs, but it has not been able to reduce the crowd. Among the services provided by the Ministry of Education, the longest queue is at the NOC distribution office. Some students approach the branch to fill the application without knowing the procedure.

How to Get NOC Letter – Documents Required to Apply No Objection NOC Letter

If you have taken NOC first, two copies of your own copy and the original copy of the bank
1 original copy of your NOC and Refunded Bank Statement attested by the bank if you have done foreign currency exchange before with NOC
Police Report of the lost NOC and Bank Statement attested by the bank if the previously taken NOC is lost
Again, we would like to inform you that you do not need to bring a photocopy of any uploaded document and a printed copy of the payment voucher when applying online, apart from the Online Application Form. Also, we request for information on the behavior of the NOC-related applicant or the family member of one household in his/her absence, which will be provided only on the basis of the full citizenship certificate of the applicant and the family member of one household.

NOC Letter User Manual for students to apply for No Objection Certificate

MOEST informed that after applying online it will take some time to provide NOC to students online. According to the Ministry, it will take some time to make NOC completely online as it will take time to connect everything from the bank to the immigration department to the software. As per the preparation of the Ministry, after going to the complete online system, the students will apply online and get the NOC letter online.

➢ Open URL : https://noc.moest.gov.np/
➢ Locate and Click on Apply Noc?
➢ Enter your phone number and email Respectively and click on proceed.
➢ Enter OTP(One Time Password) from your mobile phone’s message box and click on the Proceed button.
➢ Click on the Resend button if you don’t get a message within 2 minutes.
➢ Now enter your password , confirm it and click on the submit button.
➢ Verify your email address and click on the request token
➢ Open Email and enter the email verification token from your email and click on the verify email.

➢ Fill all the fields and upload documents and click on proceed.
➢ Add your passport details and click on Confirm.
➢ Select your previous academic country.
➢ Select your previous Academic level, when selected faculty or stream will appear on the screen and select your stream.
➢ Select the country Name from the list in the dropdown menu and list of
colleges will be seen on the screen.
➢ Select the college or university from the list.
➢ Select Level of study, Stream/faculty and the subject you want to apply to,
select self if you’re applying yourself or select consultancy if you are
applying from consultancy and click on proceed.
[Note(only if college, university, subject of your choice ):click on Request
New. Type your University name, level, faculty/Stream name subject of
your choice and click on request.]
➢ Else click on Proceed to apply for your NOC and a success message will appear on your screen.

More than 60 percent of the NOC takers aspire to pursue graduate studies. The application submitted by the student has to be verified with the relevant board or university or educational institution.

If the records are not checked, it cannot be ascertained whether the educational certificate submitted by the student is genuine or fake. “To fully implement the online system, our software must be integrated with the National Examination Board’s software to verify students’ certificates,” said Deputy Secretary Vasti of the branch, “The records of 11 universities and six health science institutes across the country must also be integrated with our software. It will take some time.”

To make the NOC completely online, the ‘eligibility letter’ given by the Medical Education Commission, CTEVT, Engineering Council, Veterinary Council, pre-approval with civil aviation, and coordination with related banks etc.
