MCC’s scorecards are a key component in its competitive selection process that determines which countries are eligible to develop a five-year grant agreement known as a compact. This year, MCC created scorecards for 81 countries – 28 passed and 53 countries did not.

The country scorecards consolidate an individual country’s scores for each of the policy indicators MCC uses to determine eligibility for its assistance programs. By using information collected from independent, third-party sources, MCC allows for an objective comparison of all candidate countries.

The incentivizing aspect of MCC’s selection criteria is often referred to as the “the MCC Effect.” That is, countries have and continue to use the MCC scorecard as a roadmap for building institutional capacity, often before MCC invests a single dollar. In doing so, countries make critical reforms to boost policy performance in hopes of qualifying for a compact program.

MCC investments couple significant grant funding for large infrastructure with key policy and institutional reforms that aim to reduce poverty through economic growth. Countries that receive MCC investments are also historically more attractive to private investors because those countries have independently pursued government and business policies vital to sustained economic growth.
